MONROVIA: The nation’s decades-old constitutional debate over citizenship, identity, and land ownership has resurfaced with renewed intensity following a caution from renowned Liberian political economist and scholar Robtel Neajai Pailey, who has urged lawmakers to proceed carefully with any attempt to amend the country’s controversial “Negro Clause.”
Appearing before members of the House of Representatives during a legislative engagement on Tuesday, July 7, Dr. Pailey warned that reforming the country’s citizenship restrictions without first addressing land ownership concerns could create unintended consequences for national sovereignty, economic security, and social cohesion.
